Temporary Help Services
The Temporary help services Standing Offer and Supply Arrangement are tools designed by PWGSC (Public Works and Government Services Canada to help the federal Government staff temporary needs in the areas of Office Support, Administrative Services, Operational Services, Technical Services and Professional Services. The THS system encompasses 331 different classifications divided over the five streams. A Temporary staffing need is defined by one of the following circumstances:
- A public servant is absent for a period of time; or
- there is a requirement for additional staff during a workload increase, and there is an insufficient number of public servants available to meet the requirement; or
- a position is vacant and staffing action is in process
In either of these situations, the Government Department can call on the services of pre-approved staffing/consulting firms to provide resources using the THS On-Line System on-line procurement tool. These tools are designed to assist Federal Departments in the National Capital Area, in their procurement of temporary help services up to $400,000 (which includes all subsequent amendments, travel/living expenses, overtime and GST/HST) or 48 consecutive weeks, whichever comes first. A call-up/contract can be extended by an additional 24 consecutive weeks but must have the prior approval of PWGSC.
The THS On-Line System has two (2) components:
- a Standing Offer component that enables Federal Department Users to issue call-ups against Standing Offers based on right of first refusal,

- and, a Supply Arrangement component that requires a delegation of authority within the Federal Department User's department for the award of contracts against Supply Arrangements.

PS Online: Professional Services Online
Professional Services (PS) Online is an electronic procurement tool that assists Federal Departments & Agencies in the procurement of informatics services in the National Capital Region (NRC), based on the NAFTA threshold of $89K. With 40 categories (both IT and Non-IT) and over 60 skills groups, users from Federal Departments and Agencies can easily conduct a search to locate the most suitable consultants, outlined by pre-determined criteria that are accessible in the PS Online Database. It provides extensive information on each consultants, ranging from skills sets, years of experience and per diem rates.
TAG HR - The Associates Group is recognized under the PS ONLINE and currently has over 800 comprehensive consultants registered in this Database, ranging from Technical Writers, IT Security Consultants to Senior Project Managers. Consultants can be easily accessed & obtained with minimum learning curve.

ISS SA: In-Service Support Supply Arrangement
This provides innovative procurement services to both users and the SA Holders. The Supply Arrangement method of procurement lends access to a wide spectrum of professional services and solutions. The vehicle offers a fast, efficient, and streamlined approach towards service procurement. The Website site contains:

• 4 in service streams and
• 38 occupational categories;
• detailed instructions on how the vehicle is used;
• RFSA document; and other features.
TAG HR - The Associates Group is recognized under the ISS SA & allows purchases exceeding the NAFTA limit to be easily accommodated through the use of this innovative Supply Arrangement. This is opened to all Canadian Federal Government Departments & Agencies. It allows for easy access & provides a user-friendly vehicle in which obtain valuable resources with the least amount of logistics.

TBIPS - The Task Based Informatics Professional Services
The Task Based Informatics Professional Services (TBIPS) Standing Offer (SO) and Supply Arrangement (SA) is a broad based procurement vehicle issued by Public Works and Government Services Canada (PWGSC). This is intended to be used to provide the contracting vehicles for the majority of Informatics Services requirements for all Federal Government departments and agencies. It can be used to procure resources in Applications Services, Geomatics Services, IM/IT Services, Business Services, Project Management Services
Contract values can venture upto $2M for Tier 1 and over $2M for Tier 2. TAG HR is qualified under both Tiers and under many categories, under all service areas.
