Job Description

Experience:

Experience in overseeing, developing and providing administrative services on complex issues pertaining to finance, human resources, material management, and general administration.

Experience in preparing financial reports and statements (e.g. allocating funds, transfers between OGDs/projects/other departmental groups).

Extensive experience in preparing salary and budget forecasts.

Experience in working in a federal government cost recovery environment.

Experience in procurement of goods and services, contract preparation and processing of procurement requests.

Experience in preparing Memoranda of Understanding and/or Interdepartmental Letters of Agreement with other government departments, external clients, etc.

Experience in preparing analysis, briefings and recommendations to senior management.

Experience in researching, developing and implementing procedures in an office management group.

Strong accounting and financial experience, with advanced or expert skills in using Excel.

Experience in giving financial advice and direction to co-workers, payment officers, procurement officers and managers.

Extensive experience in using GFS, GUFI, PeopleSoft and Crystal reports

Knowledge:

Knowledge of Treasury Board polices and directives as they relate to finance and administration.

Knowledge of the practices of developing strategies and plans.

Knowledge of the various financial programs/systems used by Natural Resources Canada.

Duties/Tasks:

Planning, developing, managing, coordinating and delivering program procedures and administrative services in fields such as finance/budgeting, material management, records management, health and safety and security.

Preparing financial reports, budget forecasts, salary forecasts.

Calculating employee overtime as need be.

Providing guidance/direction/advice to finance and administrative officer and procurement officer.

Providing advice on issues, trends and strategic directions to management and to clients, to facilitate understanding and cooperation; and promoting strategies and service delivery with clients.

Consulting with clients, departmental authorities on a regular basis to anticipate and analyze evolving requirements; developing strategies and options to meet Polar Continental Shelf Program objectives and improved office management for clients.

Providing advice and guidance to Director, clients and managers on issues, options and requirements.

Participating on, and providing subject matter expertise to project teams, working groups, managers and colleagues involved in developing, coordinating and analyzing strategies and initiatives for senior management, the research community, sector and department; preparing analyses, briefings and reports, and delivering presentations; and chairing committees related to service issues.

Representing the organizations with external clients/OGDs on specific cases/files, and consulting with external clients/external partners/OGDs on the interpretation and application of policies and procedures in order to provide input to operational and policy issues.

Researching and developing options for new, or revisions to, policies, programs, procedures and information management systems.
