On July 28, the Treasury Board confirmed 10,006 federal public servants have applied for the Early Retirement Incentive Program. Of those, 6,855 are already approved. Every one of them must retire by January 20, 2027.
That deadline is six months away. And it is only the beginning. Budget 2025 targets 28,000 positions reduced by 2029.
For federal managers, the question is no longer whether this is significant. It is whether you have a plan for what your organization looks like on the other side.
This Is Not a Contraction. It Is a Realignment.
While ERIP applications were being submitted, our team at TAG HR was hearing from candidates being offered permanent positions in federal departments. New roles. New mandates. AI adoption. Digital modernization. Service transformation.
Both things are happening at once. Roles that existed for decades are leaving with the people who held them. Roles that did not exist five years ago are being created and filled. The result is not a smaller version of the same organization. It is a structurally different organization with the same org chart drawn over top of it.
That gap is where the risk lives.
What Managers Are Actually Dealing With
The most common thing we hear from federal clients right now: the structure they inherited is not the structure they need, and they do not have the internal capacity or the time to close that gap on their own.
The work showing up in those conversations: organizational review, org design, work description writing, classification, compensation review, and workforce planning. Not abstract HR theory. Operational risk management with a deadline attached.
How We Help
For over 30 years, TAG HR has supported federal clients through exactly this kind of work. Our engagements are short-term, sole-source, and scoped to what the situation actually requires: a focused diagnostic, a clear picture of current state, and practical recommendations for where the organization needs to go.
We are not here to hand you a report that sits on a shelf. We are here to help you understand what you are working with, in time for it to matter.
The departments that will navigate this period best are the ones doing the structural work now, while there is still room to plan. January will come regardless.
If you are feeling the gap between where your structure is and where your mandate is going, let’s talk.
